I found out today that MS finally ackknowledged the issue and release some information about it with a way to make it work this past Monday. I opened up a ticket with our reseller to either return the copy or get me some information to make it work. Again looking around for more info we found if we used a KMS server and KMS license it would work. Great, everything worked as expected until we can to license it. We started looking around the net for a solution and found we could use the ODT (Office Deployment Tool).

So installs of Project and Visio won't install as expected. Since MS moved to "click to run" installers it won't allow standard installs to go thru anymore. We place the order and then the fun begins. I contacted our reseller and was told for Project Standard we needed to use a copy from our VL subscription since we didn't need Project online.

If you're not familiar with the Office Deployment Tool, it's usually used to customize deployments of Click-to-Run versions of Office products, such as Microsoft 365 Apps. For example, you can configure it so that updates are automatically installed from the Office Content Delivery Network (CDN) on the internet, which is the default, or from a file share on your local network. You can also edit the Updates element in the configuration file to determine how the installation of Project or Visio is updated.
